Board of Trustees Meeting Minutes

Call to Order
The meeting was called to order by President Gary Hahn at 6:30 p.m. on October 15, 2024.
Roll Call
Trustees present were Kasey Angeloni, Brenda Conrad, Mark Decker, Jennifer Dice, Gary Hahn, Erica Nix
and Gayla Wilkerson.
Trustees absent were Lynn Larimer and Marylin Lewis.
Also present were Library Director Kim Keller and Assistant Library Director Jodi Trinkle.
Approval of Minuets
The minutes from the September 17, 2024, meeting was reviewed.

Reports
Treasure's Report
The Treasure's report for October 2024 was reviewed. A payment of $56,491.15 was requested for bills.

Financial Report
The Financial Report for October 2024 was reviewed.

Asset, Memorial Fund and Donation Report
The Estate of Marilea Koch has provided the first payment of $144,444.44. Treasurer Wilkerson will move
$125,000.00 of that to a high yielding 5.1 % CD at luka State Bank. All other reports were reviewed and
accepted.
Committee Reports
The Building and Grounds Committee reported that the planned first part of the HVAC project has been
completed. TOP Electric has moved all electrical boxes and wires at the Boards request.
Old Business
Page Position
A new employee will be joining the staff of Bryan-Bennett Library. Amelia Courtright has accepted the
open Page position. The Board welcomes her.
New Business
Approve Changes for Clarification for Section 12 of the library Personnel Policy
Director Keller has given suggestions for changes to the Section 12 part of our policy that was put in
place last year. In compliance with a new state law affording paid time off to part-time employees Keller
advised adding a starting date for the accrual of the paid time off. In addition, Keller suggested
clarification to the part of the policy dealing with the library Director's paid time off. Keller wants the
Director's vacation leave to be based upon years of service. That would allow Director Keller 23 working
days of paid vacation as she has been employed at Bryan-Bennett Library for over 15 years.
Motion: Amend current policy to include 23 days of paid vacation to Director Keller and include paid
time off for part-time employees starting with their day of hire.

Review of Serving Our Public Programming and Services
Chapters 9, 10, 11 and appendices H and I were reviewed.

Board Member Reports
Trustee Decker has suggested Bryan-Bennett Library take part in the city's Tales of East Lawn Cemetery.
Decker will contact the Historical Commission for more details.
Trustee Decker has also been asked to serve as a Trustee for the Heartland Library Board of Trustees.
Decker has informed the Board of his willingness to accept the position. BBL Board of Trustees
congratulates Trustee Decker on his appointment.

Bryan-Bennett Library Director’s Report October 15, 2024
Building
The new heating and cooling units were installed in the Genealogy and the gym on September 18. Boohers had to make a couple trips back to adjust some of the settings.
October 10, Boohers’ conducted the annual check up of the 8 HVAC units that were in service more than a year.
Also, September 18, Security Alarm installed 4 security cameras. Basically, there will be a picture of anyone entering the building. Security Alarm said that the equipment has the capability to accommodate 4 more cameras. If the Library pursues the additional cameras, I would suggest covering the west side of the building (exterior), the north parking lot, the circulation desk (positioned so that it would pick up the director and assistant director’s office), and the roof.
Campbell Fire Equipment of Mt. Vernon put new tags on the fire extinguishers and checked the emergency lights on September 20.
JAX of Mt. Vernon filled cracks in the parking lot and restriped spaces.
Grant applications, donations
Programming Coordinator Karen Shanafelt and I filled out a grant application to the Illinois Library Association for $250 in materials that can be used in the Summer Reading Program next year. The awards should be announced by the end of the month. This is a competitive grant.
Walmart donated a Christmas village and a box full of stuffed bears and stuffed groundhogs that can be used as program prizes.
I’ll be putting together a grant application for the next round of Construction Grants from the Illinois State Library. I thought I’d write the grant for replacement of the hallway heating and cooling unit that may cost in excess of $20,000. Bryan-Bennett can apply for up to $35,000. I thought I’d also ask for enough money to purchase nice seating for the Davenport room and the Board room audience section.
Misc.
The Regional Office of Education and various other social services are using the facility more for supervised visits and therapy sessions.
Marion County Clerk Steve Fox hosted a meeting among various agencies who will be responsible for election day safety.
Amelia Courtright worked her first day as a page on October 16. She works an average of 12 hours per week.
The Library will host a special visit by Regional Office of Education preschoolers on October 18. They will participate in the regularly scheduled story time and take a tour of the Library.
October 22, County Clerk Steve Fox will hold election judge training sessions in the Davenport Room.
Congressman Mike Bost will hold office hours at Bryan-Bennett Library on October 29.
Bryan-Bennett will have a table at the Salem Community High School career fair on October 30.
Programming notes
Because of growing interest, the Leather Apron Club moved to the Davenport Room. On Oct. 3, there were 14 children and 7 adults.
Attendance at Preschool Story Times: Sept. 20, 2 new families attended; Sept. 27, no participants, (Note: there was a lot of rain from the hurricane); Oct. 4, 2 children, 2 adults (two new families).
Flower Arrangement Class: Sept. 28 had 6 attend with enough materials left over to repeat the program next year.
Chess and Checkers Practice: Sept. 19, 2 participants.
Dominos: added two new regulars in September, usually 5+ on hand to play.
1000 Books before Kindergarten, a total of 77 children participating.
