Regular Monthly Board Meeting Minutes

October 19, 2021

 Call to order

President Jane Gaston called the regular monthly board meeting to order at 6:36 pm with the following trustees present: Tom Champion, Ed Dolbeare, Jane Gaston, Gary Hahn, Jack McGuire, Joyce Raver and Ann Wilzbach. Trustees Lynn Larimer and Gayla Wilkerson were absent. Also in attendance were Library Director Kim Keller and Assistant Library Director Kim Baldridge. Mark Decker from State Representative Blaine Wilhour’s office was the only visitor.

Mr. Decker addressed the board giving his and Representative Wilhour’s compliments on the recent Smithsonian Voices & Votes display held at Bryan-Bennett during the month of September. He expressed their gratitude on a big job done well with a great staff of BBL employees and volunteers. They felt it was a fine example of how libraries can serve their communities.

Secretary’s Report

The minutes of the September 21, 2021 meeting were approved as presented on a motion by Trustee Dolbeare with a second by Trustee Raver. All present approved.

Treasurer’s Report

The bills for October 2021 totaling $21,218.92 were examined and approved on a motion by Trustee McGuire with a second by Trustee Wilzbach. All present voted “yes” on roll call.

A motion to approve the asset report as presented was made by Trustee McGuire with a second by Trustee Hahn. All present voted “yes” on roll call.

The treasurer’s report for October 2021 was presented. A motion to approve the treasurer’s report was made by Trustee Wilzbach with a second by Trustee McGuire. All present voted “yes” on roll call.

Committee Reports

No committee reports at this time, however, President Gaston reminded the board that the updating of the Policy manual need to be completed. After a brief discussion on possible dates, the next whole board meeting to discuss the Policy manual was set for Tuesday, November 9, 2021, at 6 pm in the library’s board room.

New Business

  1. Replace Assistant Director’s Printer-The printer in the Assistant Director’s office is no longer functioning properly. Every effort has been made to correct it. A replacement will need to be bought. After a discussion on printers a motion to allow the purchase of a new black & white only lazer printer (no ink jet printers) not to exceed $280 in cost including any maintenance plans was made by Trustee McGuire with a second by Trustee Wilzbach. All present voted “yes” on roll call.
  2. Per Capita Grant Application Review-Director Keller reviewed Chapters 4, 5, and 6 as well as Appendix J with the board. President Gaston suggested that the board develop a plan to upgrade the patron computers. Director Keller suggested that a Capital Assessment Needs also be done. Director Keller was instructed to put on next month’s agenda “hours of service” for consideration at the next meeting.

Director’s Report

Director Keller briefly went over a view of the Property Tax Revenue for Taxes payable 2021. City Finance Director Kelli Barrow has indicated that the first sales tax distribution of $25,000 will be available to the library by the end of October.

Director Keller updated the board on the progress of the Construction Grant. Tate’s Plumbing will be installing a new water fountain(s) as soon as the order arrives. The board had questions about filters and maintenance. Director Keller will inquire and report back next month. The board also was clear about no bottled water to be bought by the library after the new fountain(s) are installed.

WJBD Radio and BCMW have again invited Bryan-Bennett Library to serve as a registration place for the annual Adopt-A-Family program at Christmas time. The library assisted with this program last year. This gives the library an outreach to our community as well as partnering with other services in the community. Registration will take place November 1-6.

The Illinois Emergency Management Agency has asked to set up a COVID Vaccination Clinic at the Library on November 6 or 13 from 10:30 to 1:30.The date will finalized, depending on the completion of the IEMA team’s schedule.

There was a problem with a small section of the flooring in the exhibit hall buckling. The contractor came in on Monday and corrected this.

E-Rate Form 486 for funding in year 2021 has been filed.

Livesay’s repaired some exterior lights on the building and Ameren repaired the lighting on the pole at the northeast corner of the building.

Tax Levy documents from the City Council on October 18 and a proposed Board Succession Plan are included in the director’s report this month.

Director Keller will be taking Oct. 20, 22 and 28 as vacation days. These were carried over from last fiscal year.

Board Members’ Reports

Trustee McGuire located more closed session minutes at his house and will return them at next’s months meeting to be placed in the locked closed session minutes box.

Adjournment

A motion to adjourn the meeting was made by Trustee Raver with a second by Trustee Wilzbach. All present agreed. The meeting adjourned at 7:56 pm.
